Canadese mijnbouw is een bedreiging voor inheemse volkeren

In augustus 2011 verscheen er op de website van Survival International een bericht dat Cap-Ex Ventures, een Canadees mijnbouw bedrijf, onderzoek naar de mogelijkheden om een mijn te bouwen in de grensstreek tussen Quebec  en Labrador. Dit gebied is het jachtgebied van de Uashat mak Mani-Utenam, een Innu stam. De Innu maken zich druk over deze ontwikkelingen. Maar het maar de vraag of hun protest uitmaakt, want er zijn al rivieren in het gebied afgesloten om waterkrachtcentrales aan te kunnen leggen.

Op de website van Cap-Ex Ventures staat een verklaring van het bedrijf over hun beleid t.o.v. Innu en Indianen:

The Company acknowledges that it operations on and takes part in activities that take place on lands that aboriginal peoples have been occupying and using since time immemorial. The Company wishes to be a good steward of the lands and resources.

The Company will promote relationships with aboriginal peoples based on mutual respect and a shared understanding of each others' rights and interests.

The Company recognizes that the reconciliation of aboriginal title and Crown title is a complex and long-term process that only the aboriginal governments and public governments can achieve. The company supports the government-to-government reconciliation process. The company seeks to reach understandings with aboriginal governments that promote a relationship that is long-term, stable and mutually-beneficial.

The objectives of the company's commitment to aboriginal relations are to:

§  Identify the aboriginal governments relevant to the areas of its proposed activities and operations as early as possible.

§  Seek and promote open and honest dialogue about the proposed activities and operations.

§  Provide information to aboriginal governments and communities about its proposed activities and operations that are accurate, timely and which is updated to reflect changing circumstances or plans.

§  Work cooperatively with aboriginal governments and communities to gain an understanding of the potential impacts of its activities and projects on aboriginal interests and seek ways to avoid or mitigate impacts.

§  Ensure that its employees, contractors and suppliers are aware of its Aboriginal Relations Policy, participate in training on the policy and are given opportunities to recommend means to improve the policy and aboriginal relations outcomes.

§  Seek aboriginal employees, contractors and suppliers where they can provide the required supplies and services in a safe, skilled manner and at a competitive price.

§  Contribute to aboriginal education and training reflective of the stage of mineral development that encourages aboriginal people to work in the mining industry.

§  Encourage public governments to implement sound policies that reflect the current and changing laws, the interests of aboriginal governments and the realities of a market-driven mineral exploration, development, mining and production industry.

Laten we eens de zin:  ‘The Company wishes to be a good steward of the lands and resources’ nemen. Cap-Ex Ventures zegt dus een good steward te willen zijn. Klaarblijkelijk zorg je dus goed voor het land als je het aanleggen van een mijn waarmee je  het leven van de Innu  moeilijk maakt en hele natuurgebieden vernietigd hiertoe wilt rekenen is dit bedrijf inderdaad bijzonder milieu vriendelijk.  

Ook de zin dat Cap-Ex wil: ‘Work cooperatively with aboriginal governments and communities to gain an understanding of the potential impacts of its activities and projects on aboriginal interests and seek ways to avoid or mitigate impacts’ is interessant. Cap-Ex heeft immers in de ogen van de Innu de verdragen tussen beiden zodanig geschonden dat de Innu de Canadese overheid hebben gevraagd om Cap-Ex te dwingen met hun exploraties te stoppen. Cap-Ex heeft inmiddels een persbericht over het conflict met de uitgevaardigde. De laatste zinnen van dit bericht zijn: ‘The Company does not, at this point, anticipate any disruption of its exploration operations. The Company will inform the public of any material disruption if one were to occur.’Ze trekken zich dus, hoewel ze dit eigenlijk verplicht zijn want de Canadese wet schrijft voor dat je voor werkzaamheden op het grondgebied van First Americans eerst toestemming moet hebben van de relevante stam in kwestie, niets aan van wat de Uashat mak Mani-Utenam willen.

Cap-Ex heeft overigens op 10 augustus ook het volgende bekend gemaakt: ‘Cap-Ex Ventures Ltd (“Cap-Ex” or the “Company”) is pleased to announce that it has signed a Collaboration Framework Agreement (the “Agreement”) with Canadian National Railway Company (“CN”) to participate in the feasibility study of CN’s proposed rail line to serve the Quebec and Labrador Iron Ore Trough. This proposed rail line is expected to include a fully operational, continuous, multi-user railroad network, as well as a multi-user material handling facility located in the Pointe-Noire region in Sept-Iles, QC.’ De Sept-Iles regio is precies het gebied waar het conflict met de Innu betrekking op heeft. Ik denk dat als we 1 plus 1 optellen we rustig de conclusie kunnen trekken dat Cap-Ex en de Canadese overheid hebben besloten dat de Uashat mak Mani-Utenam pech hebben gehad en dat hun jachtgebied gewoon vernietigd zal worden omdat Cap-Ex meer geld wilt verdienen.
